The League of Nations expelled the Soviet Union from its membership. On December 14, 1939, the League of Nations, the international peacekeeping organization initiated at the end of World War I, removes the Union of Soviet Socialist Republics in reaction to the Soviets’ invasion of Finland on November 30.

By that time, Pakistan and Tajikistan were not formed. On the other hand, the United States never joined the league though they have signed the covenant.
